Manitoba Provincial Nominee Program (MPNP)
The Manitoba Provincial Nominee Program (MPNP) offers you a way to immigrate to Canada. Through the MPNP, Manitoba:

  • Invites residency applications from non-Canadians who want to make Manitoba their home and
  • Nominates successful applicants to the federal government, so they can gain permanent residency in Canada

The MPNP operates several immigration categories for skilled and semi-skilled workers divided among two different streams:

  • Skilled Worker Stream
  • International Education Stream

Skilled Worker Stream
The skilled worker streams target workers who have a connection to Manitoba in the form of either ongoing employment with their employer or a demonstrated connection to Manitoba through relationships to the community such as the support of family or previous education or work experience in the province.

  • Skilled Workers in Manitoba: For workers who have ongoing employment in Manitobawhich means that a Manitoba company
    has offered them a long-term, full-time job after they have completed at least six months of continuous full-time employment with that company as a temporary foreign worker or international student working graduate. Unlike other streams Skilled Workers in Manitoba are not subject to a points-based assessment.
  • Skilled workers overseas: For foreign nationals who demonstrate an established connection to Manitoba through:

1. The support of family members or friends.
2. Through previous education or work experience in the province. or
3. Through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative. In addition to demonstrating a strong connection to Manitoba, every candidate who wants to be considered under the Skilled Worker Overseas stream must score at least 60 on a points assessment in order to be eligible.

International Education Stream
The International Education Stream (IESJ is for international students graduating from post-secondary institutions in Manitoba. There are 3 pathways within this stream

  • Manitoba Career Employment Pathway: This category is forpost-secondary students who graduate and are offered long­
    term employment in Manitoba in an in-demand occupation consistent with their study program.
  • Manitoba Graduate Internship Pathway: This pathway is for international student master and doctoral graduates who
    complete an Accelerate or Elevate internship with Mitacs in Manitoba. A job offer is not necessary to apply for this pathway.
  • Manitoba Student Entrepreneur Pathway: This category is for international students who have recently graduated from a Manitoba post-secondary institution and who have gone on to establish and manage a business in Manitoba post-graduation.

Note: If you are an international student who graduated in another province of Canada, you will not be eligible under any of the International Education Streams but you may be eligible under the Skilled Worker in Manitoba stream.

MPNP Application Process
A broad overview of the process to apply to the MPNP is below.
Stage 1: Registration
The first step is to create a profile in the MPNP Expression of Interest System. You will be ranked based on the information you provide in your profile.

Stage 2: Invitation
The highest -ranking candidates in each streamwith a Manitoba connection will regularly be invited to submit a complete application to the MPNP. Letters of advice to Apply (LLA’s) are done through Expression of Interest Draws.

Stage 3: Application
If you are invited to apply, you have up to 60 days submit a complete MPNP application via the MPNP online system.

Stage 4: Nomination
If your application for nomination is approved you will receive a confirmation of nomination as a provincial nominee from the MPNP

Stage 5: Permanent Residence
After receiving a MPNP confirmation of nomination, you must submit an application for permanent residence. Applicants with an Express Entry Profile will apply online via the Express Entry system. All other applicant swill submit a paper based applicationto the IRCC centralized In take Office (CIO) in Sydney, Nova Scotia, Canada.

 

MPNP Application Processing Times and Fees
Currently, the average MPNP processing time for all streams is an average of 120 days.
The MPNP charges an application fee of $500.
